Roger Allen Felio

East Greenbush — Roger Allen Felio, 76, died Saturday, Dec. 11, 2004, at Evergreen Commons after a long illness.

Born in Plattsburgh and educated at Clarkson University.

Roger retired as a professional civil engineer and was a World War II Marine Veteran .

Predeceased by his parents, Clifton J. and Dorothy (McComber) Felio.

Survivors include his wife, Olive (Perlee) Felio; two daughters, Monique (Antonio) Castilho of Rio De Janiro and Yvonne (Andrew) May of East Greenbush; one son, Andre P. Felio of Springhill, Fla.; one sister, Caroline Penn of Baldwinsville, N.Y.; four brothers, Rolland Felio of Pulaski, N.Y., Norman Felio of Harkness, N.Y., Lawrence Felio of Port Heumene, Calif., and Bernard Felio of Pulaski, N.Y.; five grandchildren, Audrey, Hannah, Leah, Nicholas and Olivia.

Relatives and friends are invited to attend his funeral Saturday, Dec. 18, 2004, 1 p.m. from the Rockefeller Funeral Home, 165 Columbia Turnpike, Rensselaer, NY 12144.

Contributions may be made to Harkness Methodist Church, Hallock Hill Road, Peru, NY 12972.

William R. Downs Sr.

Peru — William R. Downs Sr., 69, of the Cross Road, Peru, died Dec. 12, 2004, at the CVPH Medical Center in Plattsburgh, as a result of complications during a courageous battle with lung cancer.

He was born in Ticonderoga, Dec. 31, 1934, the son of Karl and Mildred (Proudy) Downs.

He was a 1952 graduate of Peru Central School.

He then served in the United States Army from 1957 to 1959 as a sharpshooter. He was then in the reserves until 1963. He retired from Plattsburgh Air Force Base following 31 years of service as a civil service employed electrician with CES. Bill was currently at the Lake Forest Community in Plattsburgh since it began.

He was a member of the Peru Volunteer Fire Department from 1963 to 1973 and former lieutenant, a commissioner for 20 years (1985 to present), chairman for 13 years (1992 to present). He was instrumental in establishing the firefighter benefit Length of Service Award Program (LOSAP) in the Peru Fire District and the creation of the memorial monument dedicated 10/12/1997. He was involved in the specification and development of all current in service firefighting equipment. He was a charter member, past president of the Clinton-Essex Association of Fire Districts and a charter member and president of the NYS Fire Commissioners Association. He was instrumental in NYS legislative changes allowing for supplemental emergency medical services for rural fire districts. He provided fiscal and technical stewardship of the current station renovation and expansion project. He was the former vice president of the Board of Directors of Apple Valley Senior Housing in Peru and served on many committees for the Peru Community Church.

Survivors include the love of his life, Karla L. (Gorman) Downs, whom he married May 18, 1963, at St. Augustine's Church in Peru; one son, William R. Downs Jr., and Donna Thomas of Peru; a daughter and son-in-law, Michele and Donald Kelley of Manchester, N.H.; five grandchildren, Kayela and Taylor Downs and Daniel, Marisa and Meghan Kelley; one sister, Mary Jane King of Long Beach, Calif.; and several nieces and nephews.

He was predeceased by his parents; a grandson, Karl Thomas Downs; a sister, Isabelle; and a brother, Reggie.

Calling hours will be held Wednesday from 2 to 4 and 7 to 9 p.m. at the Hamilton Funeral Home in Peru. A funeral service will be held Thursday at 11 a.m. at St. Augustine's Church in Peru with Rev. Dr. Kenneth Parker, officiating.

Donations in his memory may be made to the Lung Cancer Research branch of the American Cancer Society or the Jimmy Fund Clinic - Histiocytosis Research.

Steven John Olsen

Crown Point — Steven John Olsen, 62, of Vineyard Road, Crown Point, passed away Saturday, Dec. 11, 2004.

Born in Brooklyn, N.Y., March 12, 1942, he was the son of the late Bjarne S. Olsen and Ruth V. (Floystad) Olsen, who survives him of Brooklyn.

Steven was a devoted father and husband who loved his family and was beloved in return. His love of the Adirondacks brought him to this area in 1978. He had a wide variety of interests, ranging from an avid love of reading, to a deep love of fishing. He had a great appreciation of music, ranging from jazz and blues to much modern mainstream music. He believed in humanity and trusted in the human spirit. He had a positive outlook and desired little beyond the happiness and love of his family.

He was predeceased by his father, Bjarne S. Olsen, who passed away Oct. 7, 2004.

In addition to his mother, Ruth V. Olsen of Brooklyn; Steven is survived by his wife of 30 years, Diane M. (Petriella) Olsen; his four children, Steven J. Olsen Jr. of New Jersey, Laura Lei Olsen of Saratoga Springs, Peter Thomas Olsen and John Francis Olsen, both of Crown Point; one brother, Robert Olsen of Brooklyn; and his niece, Erica Olsen of Brooklyn. He is also survived by numerous other family members throughout the United States and Norway.

He will be forever loved and fondly remembered by all.

Relatives and friends may call Wednesday from 2 to 4 p.m. at the Wilcox & Regan Funeral Home, 11 Algonkin Street, Ticonderoga. A funeral service will follow at 4 p.m. Wednesday at the funeral home. The Rev. Anne K. Huestis will officiate.

Rodney C. Howe

PLATTSBURGH — Mr. Rodney C. Howe, 79, of Grace Avenue, Plattsburgh, passed away Sunday, Dec. 12, 2004, at his home.

He was born in Plattsburgh on June 12, 1925, the son of Lyman and Dora (LaVarnway) Howe.

Rodney was a graduate of MAI and a veteran of World War II serving in the U.S. Navy in the South Pacific. He retired from the Plumbers and Steamfitters Local 773 after more than 50 years of membership. He was a life member of the Benevolent and Protective Order of Elks Plattsburgh Lodge 621 and the American Legion Post 20, Plattsburgh.

Rodney enjoyed bowling, going to casinos, traveling to Saratoga Racetrack and spending time with his family. After his retirement, he continued to do plumbing for friends. He was a member of St. Peter's Church.

He was predeceased by his parents; his wife, Jeannette Howe; and a sister, Dolly.

Rodney is survived by a son and daughter-in-law, Steven and Diana Howe of Brielle, N.J.; two daughters and two sons-in-law, Brenda Rock and her husband Gregory "Fred" of Morrisonville and Cheryl Lawrence and her husband Dana of Peru; two sisters, Mary Carpenter of Plattsburgh and Theresa Robinson and her husband Charles of Watertown; a brother, Keith Howe of Plattsburgh; seven grandchildren, Bradford, Lauren, Parker, Rachel, Jason, Justin and Laura; two great-grandchildren, Dickie and Zachary; several nieces and nephews.

Calling hours will be Tuesday, Dec. 14, 2004, from 2 to 4 and 7 to 9 p.m. at the Brown Funeral Home, Plattsburgh. A Mass of Christian burial will be celebrated Wednesday, Dec. 15, 2004, at 12 noon from St. Peter's Church in Plattsburgh. Burial will be in the St. Peter's Cemetery.

Members of the Plattsburgh Lodge 621 are asked to meet Tuesday at 7 p.m. for services. Members of the American Legion Post 20 are asked to meet Tuesday at 7:30 p.m. for services.

William F. Haley

Marcy, NY — William F. Haley of 8980 River Road, Marcy, N.Y., passed away on Thursday, Dec. 9, 2004, at his home with family by his side.

He was born in Plattsburgh, N.Y., on Aug. 11, 1937, son of James P. and Margaret M. (Wilson) Haley.

After graduation from St. Johns Academy in 1956, Bill served with the U.S. Navy from 1957 to 1959. Subsequent to his separation from the Navy, he lived in the Marcy, N.Y., area.

Bill married Linda Stringer of Marcy in 1962. The marriage ended in divorce.

In 1995, Bill married Joann Cavo of Utica whom was his caregiver while he was incapacitated before his death.

He retired from a career as a security guard at Utica State Hospital in 1998.

Bill was predeceased by his parents, James and Margaret Haley; a brother, James L. Haley of Dublin, N.H.; and his sister, Mrs. John A. (Virginia Haley) Matt of Utica, N.Y.; and a grandchild, Sarah Constabile.

Bill is survived by his loving wife, Joann (Cavo) of Marcy; a sister, Kathleen B. (Haley) Thornton of Hull, Mass.; a brother, Robert A. Haley of Plattsburgh; his daughter and son-in-law, Lisa and Anthony Constible and children, Anthony, Spencer, Brianna and Nicholas; his daughter and son-in-law, Becky and James Thompson and children, Jessie, Brett, James, Matt, Samantha and Jenna; his daughter, Tanya; his former wife, Linda Haley; also cousins; nieces; nephews; in-law relatives; and many friends.

At Bill's request, there were no calling hours. A private family memorial service will be held at a later date.

Arrangements were through the Sansone Funeral Home, Utica, N.Y.
